Should Zakat Al-Fitr be paid on behalf of a child who is still in his mother’s womb or not?

It is recommended to pay Zakat Al-Fitr for unborn child because of what `Uthman (may Allah be pleased with him) did, but it is not obligatory because there is no evidence to that effect.
